Sir James Crawford Maxwell KCMG, KBE, MD (1869–1932) was a British physician and colonial administrator who served as Colonial Secretary of the Sierra Leone and later the Gold Coast. After the departure of Governor Sir Frederick Gordon Guggisberg, Maxwell acted as Governor of the Gold Coast before being appointed Governor and Commander‑in‑Chief of Northern Rhodesia in 1927.
Born in Dundee, Scotland, Maxwell was educated at the High School of Dundee and studied medicine at the University of Edinburgh, graduating M.B., C.M. in 1893 and proceeding M.D. in 1896. He began his career as House‑Surgeon at Halifax Infirmary before joining the Colonial Medical Service. He was District Medical Officer in Sierra Leone from 1897 to 1900, earning the West Africa Medal and clasp for his role in the Hut Tax War of 1898 — the medal visible in portraits on his chest.
In 1900 Maxwell transferred into political service as District Commissioner in Sierra Leone. He was awarded the CMG in 1911. Between 1914 and 1920 he served as First Class Resident in Nigeria. He later returned to Sierra Leone as Colonial Secretary (1920–1922), before being appointed Colonial Secretary of the Gold Coast (1922–1927). His knighthood was conferred in 1925 (KBE), and he was further honoured with the KCMG in 1930.
As Governor of Northern Rhodesia from 1927 to 1932, Maxwell oversaw the consolidation of the colony’s institutions and the expansion of copper mining. His medical background and long service in West Africa gave him a reputation for diligence and professionalism. He worked to strengthen the civil service and maintain stability during a period of economic growth and increasing settler influence.
Maxwell married Mabel Ann (née Davies) in 1909; they had no children. After retiring in August 1932, he embarked on a voyage to Australia to visit family. He died at sea on 16 November 1932 aboard the SS Oronsay, aged 63. The ship called at Gibraltar following his death. His successor as Governor was Sir Ronald Storrs.
