In 1903 Charles Orr became the British Resident in Northern Nigeria. He worked closely with Sir Frederick John Dealtry Lugard who was developing his innovative administrative reforms revolving around 'Indirect Rule'. In 1911, he left to become Chief Secretary to the Government of Cyprus
