Arthur Arnhold Bullick Dowler was born in New York, USA on 16 July 1895 and educated at Tonbridge. After Sandhurst he was commissioned into the East Surreys in 1914. He was with the 2nd Battalion on the Western Front. In 1931 he was at Staff College and in WW2 commanded the 1st Battalion East Surreys. Later he was a staff officer with the 49th Division and in 1940 promoted to Brigadier on the staff of V Corps. He was involved in the Narvik Expedition in 1940 and in 1942 was made GOC of the 38th Division. He was promoted to Major-General in charge of admin in Southern Command and in 1944 doing a similar job for the Mediterranean Expeditionary Force. After the war he served in Germany as Chief of Staff, then a spell at the War Office before a posting as GOC East Africa Command from 1948 to 51. He was appointed Colonel of the East Surreys on 1 July 1946 for eight years until 1954. He died at Bletchingley in Surrey on 14 Nov 1963.
